Peroxide and bleach both work to sterilize -- that is destroy microbes -- using pretty much the same chemical process of more or less burning (oxidizing) them to death. Both are very effective at it, with the main differences being what they degrade into.
Also, while 3%'s generally safe to handle, I wouldn't advise handling higher concentrations of peroxide without wearing gloves.
