This is actually a common misconception. Neuroplasticity on average peaks at 25, it does not mean a brain is fully mature at that age or underdeveloped before it. Studies have come out showing the brain develops well into its 30s and 40s and is forming new links all the time. If your brain stopped developing it'd be impossible to learn new things and gain new memories.
