Imagine that the fraction means how full your water bottle is. The nominator is how many liters of water you have in the bottle and the denominator is the volume of the bottle. Now we can see that 2 liters of water in a 10 liter bottle is "less full" than 2 liters of water in a 5 liter bottle. But now if you have zero liters in a 10 liter bottle and zero liters in a 5 liter bottle, both of them are equally full.
