Before you are ~25 years old your brain is dramatically more plastic and learning occurs easily and passively. So, for instance, kids will pick a new language just by being exposed to it, without consciously trying to learn it. After the brain fully matures learning mostly happens only when it's deliberate, so only when you specifically pay attention to the thing you want to learn and you are consciously aware that you want to learn it.
