Two interpretations:

First row is moving the left bar to the top, the operator is the 2nd column (top "arrow")
Second one is moving the top one to the right.
Third one, therefore, is moving the only bar to the top, so it's fair and not a guess between two possible outcomes (if it was two bars, however, you'd probably move the one closest to the top left.)
Regardless you can see how subjective it is, as we're recognizing patterns and this pattern might also be valid (but ambiguous and therefore maybe rejected), which leads me to believe two hypothesis:
