I don't think it would actually be cheaper for something of equivalent performance. Liquid fuel rockets have higher specific impulse.

The shuttle was a huge waste of money, it was cheaper to build new SRBs than refurb them but the original contract said refurb and the company had it in writing so it was done anyway.
Building new ones is way cheaper than building a liquid booster like the Russians used.
