Unless you are a prodigy, or make deals with your institution, you simply don't have enough time to balance schoolwork, project work, etc. with publishing. A lot of undergrads do participate in a little play project, but it's never significant because their studies are always more important than their project (this focus flips in graduate school). Like your undergrad project professor will NEVER tell you to focus on your research over a class project. Sometimes this play research gets published, but generally it's published BECAUSE undergrads did it not because it in itself is anything special.
Also, quite a few schools have an 'honors' route which includes a thesis project. These can end up being published, but again, they're little more than play or toy work. It's all meant to just provide experience to the undergrad so they know if they're cut out for academia or not.
