Because even though modern psychology is empirical, it certainly has troubles conforming to scientific rigor. One big reason is really because it is essentially trying to observe epiphenomena of epiphebomena. Too many confounding variables and generally vague definitions to create meaningful observations.
The closest we are to a hard science of psychology is neuroscience.
