no, this is with the techniques used for oil drilling. You use a giant drill stem, which you have to take back out of the hole occasionally. As the hole gets deeper, the stem gets longer and taking it back out and putting it back in takes longer

A city that's now sinking up to a foot a year in some areas. They might not need to dig down to make the earthscaper as the bottom will eventually be the surface.
The buildings in pic related were all in a straight line and level with each other when built.

The good thing about thermal pumps, is there low maintenance costs. Its basically just 2 pipes. Also keep in mind that in thermal active areas you didn't have to go that deep.
