the problem is that signal noise just like other chaotic events and quantum fluctuations is highly disordered and high probability while a choice is highly ordered and low probability firing of signals. the chance of chaos resulting in you choosing a instead of b is like rolling 6s million times. this just doesn't happen. you can't say chaos is the cause of free will
you can still reject all of this but you would be rejecting the entire corpus of science which has a lot of evidence behind it while all the evidence behind free will is pure speculation
imo the concept of free will becomes very ridiculous when you realize that this magical non causal non physical thing is literally applying voltage or a force on highly specific neurons, moving ions and/or filling vesicles with neurotransmitters and releasing them every millisecond
