Tests on Mythbusters concluded that bigger breasts receive bigger tips.
Is there a good explanation for this? And also is there a point of diminishing returns with how big they get?

Rice as a food is pretty much all carbohydrates. Women who consume mostly carbohydrates mature more slowly because your body only converts some of the carbs into fat, and fat is what causes women to develop booba. No. Once a woman goes through puberty her breast size is pretty much set in stone. It's the timing of puberty which is what most impacts the "maximum" breast size a woman can achieve, low fat diet = slower puberty = smaller booba.

Theoretically if you have a daughter with a small booba woman, then feed your daughter more fat than her mother ate and she'll grow larger booba than her parents. It doesn't take that many generations, you can wait.

No. If they consume the same number of calories, or even fewer calories than the previous generation then BMI doesn't change. Basically people generally always eat the same number of calories each day, it's just if a larger proportion of those calories is fat then you get bigger booba.
