I have seen several people afflicted with this and they have an IQ that is south of 70, which isn't enough to function independently in society. The only person with SOME limited intelligence would be Lester Green, AKA Beetlejuice.

All mental illnesses subtract from the victim some percentage of what their unaffected IQ would have been. So for example, someone with smart genetics who's mother was an alcoholic might be penalized 10% - 20% of a genius IQ and still end up fairly intelligent. Every other mental illness has some kind of penalty, microcephaly's might not be so bad in weak case of it. ADHD, autism, aspergers, down syndrome, epilepsy, brain cancer and all the rest of the diseases of the cranium all reduce IQ, to what extent is an effect of the inherent intelligence of the victim and the severity of the affliction. mentally illnesses stemming from early childhood abuse (such as circumcision) also reduce IQ.

No. If having such a large brain weren't necessary for intelligence, selective pressure would have shrunk it eons ago (or more accurately, never made it so large in the first place.) Humans having very large skulls is disadvantageous in numerous ways, it makes live childbirth more prone to failure (death of the mother and child) and also makes the human skull less physically robust (more vulnerable to physical trauma.) Yet despite those concerns, our brains are large anyway. Why? Because large brains support intelligence and intelligence is sufficiently advantageous to outweigh the downiesides.

People with Microcephalic osteodysplastic primordial dwarfism type II have brains the size of a 3 month old child but do not show lower cognitive abilities or IQ compared to the rest of the population.
