Catholics changed the calendar to 365 days to account for the disparity in day calculations. I assume 7 was agreed upon for similar sorts of reasons.

Dividing the number of days in a lunar cycle eventually leads to 7, which cannot be evenly divided into another whole number. So we end up with four weeks of seven days. It could have been the other way around with seven weeks of four days.
Note that a lunar cycle is not exactly 28 days and is closer to 27 days but ancients were more concerned about the number of days to have the cycle completed in totality rather than rounding to the closest day.

Sucks that we haven't adopted the Kodak-International Calendar. Thirteen months of 28 days each. Always exactly four weeks. The first of the month is always a Sunday. Every month has a Friday the 13th to fuck with the superstitious. But some people hate it because if you're born on a Monday, your birthday will always be on a Monday.
