The large majority (about 80%, IIRC) of the energy involved into putting something into orbit is spent horizontally accelerating the satellite to orbital speeds; overcoming gravity & air resistance is much easier. That is a big part of why balloon or aircraft launched rockets have never really taken off; it adds a lot of complications for not enough gain.

The Bezos Space Experience Ride (BSER) doesn't do orbits so horizontal acceleration isn't necessary. A balloon assist for a good portion of the lower atmosphere would not get in the way of the BSER's flight profile.
