It's cryogenic upper stage has been proven well but this will be the first time ISRO will be doing back to back tests of a prototype rocket (Human rated GSLV mk3) and if things go well then 2023 for manned flight is almost certain otherwise there will be delay.
ISRO has already tested the crew escape system, dummy model of crew module on board GSLV mk3 few years back (Look up CARE/GSLV mk3 launch) along with service module. Most of the work related to crew modules are done.

If they succeed in sending humans to space then eventually budget will allocated for space station, there's no doubt about it. I kinda believe that ISRO can pull it off by 2030.
Only thing is that by that time USA will be on probably Mars or Moon with moon bases followed by China and then maybe some China + Russia collaboration.
