Cold water =/=, ice. Ice is a specific lattice pf water molecules. You can have water cold enough to freeze that hasn't turned into ice.
The actual formation of ice requires the water to align to a pattern and that alignment requires some initial energy to happen.
An extreme example of this is imagine comparing how long it takes 0° Kelvin water to 50° F water to freeze.
That 0° Kelvin water literally cannot turn into ice due to lack of heat. Therefore the 50°F water will freeze faster.
