the dielectric constant for water equals 81.
this constant equals somewhere around 11 for silicon and graphene. Does this means that water is semiconductor? if so , why does noone uses water in electrical engineering?

so I would say no but other sources seem to imply that distilled water could be counted as a semi conductor. I would be more interested if there is a insulator with a huge band gap of several kV so that gamma radiation could be effectively absorbed via photoelectric effect.
