Never. Denialists will continue playing this environment-of-the-gaps game forever: no matter what studies you come up with, they can always find some theoretical environmental factors that you have not accounted for and call it a day. They've managed to invert the burden of proof, and they are not interested in finding out the truth by testing their own environmental excuses. If we weren't living in clown world, the default assumption would be that the difference is at least partly genetic, since there is no logical reason why different populations should have the same intellectual capacity, and all empirical evidence suggests that they don't.

What's crazy and actually surprising is that the ~50% of variation that's not genetic isn't related to "nurture" at all. It's just due to random stochastic processes that occur early in development. That's the "non-shared environment" that social psychologists talk about.
So being generous, organisms are maybe 50% genetic, 50% random. Nurture accounts for ~0%. I don't know how the current political edifice can survive this information, so free scientific inquiry will most likely need to be abolished
