The real issue was political will, we won the space race and did so focusing on rapid development instead of operational cost, I'm sure if they could have kept the Apollo running and started building a moon base for 1% of the budget they would have but nothing was designed with operating costs in mind.
von Braun saw this coming and tried to fight for designs with lower operating costs so the program wouldn't die but was always shot down because they would take longer to develop during the space race.
