Governments don't want cheap solutions to anything. Notice how NASA spends a billion dollars to buy what Elon buys for five million dollars? Its like that because NASA is incentivized to waste as much as possible, because all of their funds are "other people's money". Elon is using his own money or money he treats like his own money and thats why he is able to accomplish so much more, so much quicker. All of the money wasting NASA does makes them less efficient, NASA spends most of it's efforts of money wasting and that gets in the way of the small amount of effective spending that they do, while Elon is in the "high speed/low drag configuration" of a someone who verges on being a cheapskate.
