What if leaky vaccines are the great filter?
It seems like any civilisation that advances technologically will discover vaccines, and having the foresight to always avoid leaky vaccines, under any circumstances and no matter the cost, would be extremely unlikely.

Note this thread is not covid related in any way.

can I get a quick rub down on "leaky vaccines"?
I can just google it but I know I'll only get pop sci nonsense or worse a journalists paraphrase of pop-sci nonsense.

From casually seeing the phrase's usage I assume it means a vaccine that accidentally pushes a virus closer to optimal virulence via lessening symptoms but extending the period a virus can act as a vector and spread to new hosts? Thus a larger portion of a population gets "sick but not as bad as they could be without the vax" but since more people are sick in the first place the virus has more opportunities to mutate into something worse, and likewise more spread eventually means the weakest in society get infect which causes more death overall?

You've got the gist of it. Reduced symptoms in vaccinated populations selects for more severe symptoms, which is potentially game over for an unvaccinated minority. This is pretty much what happened with Marek's disease. Fortunately, COVID doesn't appear to be taking this route, as the variants seem to be getting progressively milder.

There are two immune systems. One is universal, and it's like a kind of police force.

Normally, there's a cap to how deadly a virus can evolve to be: if a strain kills you before you can spread it, it dies with you. In general, milder variants come to dominate, because susceptible hosts not only get plenty of time to spread them, but will even survive the infection, and probably get reinfected later on by mutated variant, keeping the cycle going. If your vaccine reduces symptoms but doesn't prevent infection, you remove that cap and all bets are off: now strains that would otherwise kill the host too quickly to be effective, can be spread, and if it happens, your population becomes permanently locked in an arms race against the virus and dependent on vaccination. You can rest assured that this is what the people that rule over you are aiming for.

Not all viruses are equal. Some viruses can kill a host guaranteed in 48 hours, some may take 10 days but it's still a guarantee. The important thing to consider for humans is how much time a virus has to spread to a new host before the onset of symptoms in the current host because humans typically isolate from public when they notice they are sick (animals don't).
The worst case scenario would be a virus that guarantees death in 10 days but has a long period of no symptoms where the host can spread the virus. COVID is not very deadly at all, it's basically a flu, but has a long period where it can spread without showing symptoms which is why it turned into a pandemic.

The "cap" is dependent on both how close a virus gets to that guaranteed death, but also how much spread happens before symptoms. A weak virus that spreads a lot can kill more people than a deadly virus that kills quickly. Among your examples Smallbox had just the right combination that we could effectively combat it by isolating outbreaks, and smallpox consequently has been eradicated from earth (there's only a 2 strands left kept deep underground in labs in US and Russia). COVID probably never will be eradicated.
