The Chinese have realized one simple thing that simply boggles the minds of Westerners.
That the vast majority of any population is fucking stupid. That information is simply to serve the interests of those in power. It doesn't matter what you tell your people, or any outside agency or country for that matter. Its totally irrelevant. So long as those in power have access to the real data and facts and can make pragmatic decisions based on that information, everything else is just political. If its expedient to tell the truth then do so, if its not expedient then you either say nothing, or tell lies, or just muddy the waters with disinformation, contradictions and derailment.
