Any Scientific reason why this occurs? Or more precisely, what does it mean when people have these types of crazed eyes? This is more of a psychology thing but I'm really interested in this phenomena.

people who are more commonly than average in an agitated emotional state will also be seen with an agitated expression on their face more frequently.
