It's supposed to heat to one temperature then go off and not come back on until it hits another lower temperature so it only comes on and off twenty or thirty times a day. On a digital thermostat it's called a "temperature interval" but on an analog one it's called a "heat predictor". In this very old analog thermostat the logic seems backwards to me though.
