No for the same reason why nuclear power doesn't make everything cheap even though the fuel is cheap. If the facility itself costs more than traditional power fuel included then it's not competitive. If Fusion required ITER level effort for every commercial plant then it would not be able to compete against gas or coal let alone solar and wind. It might still have some niche uses such as national security or applications in extreme environments like Antarctica or space.

Coal is super cheap why do you act surprised? A wind turbine rated at 2 MW likely uses as much steel as a steam turbine rated at 1000 MW.
