the whole reason planetary colonisation has failed so far is because Tsiolkovsky pointed out that the rocket spends so much fuel on getting into orbit that, once in orbit, it only gets a hollow cylinder up there.
If we can get grain - propellant - into LEO, that is propellant that astronauts can use to get beyond LEO to... anywhere.
