No, it is not about women. This is about people in general.

We all got raised with the modern ideals of being tough and strong individuals.

Fact of the matter evolution programed us to submit to stronger people. To accept guidance at some point.

Some centuries back people were tortured before turned into spies. The idea of "breaking" someones psyche seemed to work better than just appeal to greed or ideals. Mind that the Stockholm syndrome works for both sexes.

But also other stuff (stanford prison experiment, milgrams experiments) points to the simple truth:
We are meant to be used as tools for the group and our free will is subject to social circumstances.
To answer your question:
If you take a woman to a place were rape is normal and rape her often, she will either submit, kill herself of kill you. This is not some theoretical wankery, but the simple reality for some countries.

But if you put her in a place where Society says rapist get punished and woman must not be raped, she will not allow herself to find pleasure in that and try to stand up against it (even if she enjoyed it). We can also see this in many cases like Weinstein's trial, when some women who were clearly into the powerplay and had consensual sex claimed they had been tricked/fooled or whatever decades later, because it was what was expected of them - or rather: what their self-image allowed them.
