I know this is such a simple question but please answer.

Is line PQ tangential to the circle? The answer is probably yes but it bugs me that the line dont extend to the opposite direction forever, instead, it stopped at the point of tangency.

Don't know the context of the diagram but in general, if it is tangent it says so. Since it is a vector it would not extend past on both sides.
There is nothing about that diagram that would make me assume it was tangent. In my experience they would show the radius, and then show that the vector was orthogonal to it at that point.

yeah. They are being lazy. I guess they are going to want you to find the angle between vector PQ an PM without knowing their magnitudes.

If they state it in the problem set then you can be assured it is not a trick where they draw something that looks one way but whose values make that drawing impossible.
...like you'd find on this board.

Either way, it is bad form, although common in older books, to not put it in the diagram. I mean they only had so many lead print blocks they could use, right?

Oh yeah, so it's not a tangent then? because to be considered tangential it must be perpendicular to a radius and perpendicular lines always form a 90 degree angles and you're saying angle at 3 isn't 90 degree so it follows that line PQ isn't tangential and they are lying.

Do you know youtube videos where I can learn how to do this?

I would suspect that the lesson you are doing would give you a hint.
I'm not going to do your homework for you but notice that if angle 3 were 180 degrees or a tangent line then you'd travel 360 degrees around the circle to get back to the point P , and notice that if angle 3 were 90 degrees you'd travel 180 degrees around the circle to get to a point on the line perpendicular to PQ.
So see the relationship and work it backwards: what would the angle be if you went 198 degrees around the circle?

I can't be certain without reading the book, but the m probably means measure, and the angle means angle and 3 is the number of the angle they want you to measure.
So they want the angle between line PM and PQ with PQ being tangential to the circle at point P and 198 being the arch length in degrees from P on the circle to point M on the circle.

OP here, this is my finding based on your given clues

I can derive from this the 'property' that inscribed angles are always 1/2 of its formed intercepted arc.

So the angle of 3 would be 1/2(98)=99, which is fairly plausible it being close to the measure of a perpendicular angle (90)

But the chord pq lie outside the circle. That, too has something to do with the solution

I've seen multiple examples of letters being replaced with numbers when writing unknowns in circle problems so 3 represents the angle formed by lines PM and PQ. Lowercase m is simply the measure.

198 degrees can only refer to the angle measure when chord MP bisects the circle. Writing a diameter would inevitably create a new point, say Z and a corresponding diameter of PZ and that will change 198 degrees which shouldn't happen.
