Most of their labor is basically slave tier recruits they earn barely enough to feed themselves. But still they have problems mantaining that so they are forcing more and more work hours from the same amount of personel.

No one is in charge of the russian space program, everyones going trough the motions hoping it just somehow magically solves itself, eventually there will be a big accident that will ground russian cosmonauts for good until their countries economy gets to at least south africa tier.
