The current consensus is that the particle moves to fast to be measured, a new system implies the particles are gone all together. Much like how photons are emitted from atoms, we don't consider them to be stored by an atom. Perhaps electrons are exactly the same and adding electrons to a nucleus is just adding more energy, while the atom assumes new shapes for every higher energy state.
