The answer to falling birth rates is to let them fall and adjust your social management systems to cope, instead of making systems like capitalism that require constant growth.

The management is supposed to work for what is managed, not simply the continuation of the management itself.

Falling birthrates aren't neccessarily bad, the proper answer is to close borders and expell all immigrants and jews. Country like Japan will be fine with 50 million japanese, but it won't be fine with 75 million japanese and 25 million niggers.
