The cosine similarity is used for both approaches, the difference is actually that you transpose the matrix first before calculating the similarities of the item based approach.

I know AI is a boomer buzzwood to get them excited, but nation states are pouring billions of dollars every year into AI, ML, nanotechnology, biotech. The funding for these things are insane, and then you add in specialised research from tech billionaires. Old rich men want to live forever. Tech is how they achieve that. Throwing more traditional computing power at the problem will not accomplish AGI. This is perfectly clear to everyone at this point. We're not going to build a nuclear powerplant dedicated to simulating a retard. That paradigm has failed, and so far we have no examples of alternative computing architectures that rival the efficiency of biology in running a brain.
