Only Anglos/Celts can even come close to qualifying as white. But even then, not all Anglos are white (but we are certainly whiter than anyone else by far). Additionally, there are some White individuals in the rest of Europe, albeit at much lower frequencies. Outside of Europe there are zero Whites.
Many olive people today (Latinos, the lighter mixed Africans) have white blood, but most don't. White people were created in Europe 3000 years ago after the Aryan invasion (the Aryans themselves were brown, albeit a lighter shade). After the mixing, we underwent sexual selection for beauty, as well as dietary selection for vitamin D production, due to eating a grain-based and milk-based diet.
