asians having small penises wasn't the same reason, its more because when the whites found them, a white woman would be taller than an asian male (basically pygmies), smaller body would then be taken as a smaller penis (which is kind of true desu).
as for asians having a higher iq and blacks having lower, the former is due to asian countries being selective on what tests were valid (aka rigging, especially the chinese), and the latter is because most blacks live in poor areas (IQ is better for displaying education and family wealth rather than actual intelligence).
