Stirlings can be used in reverse. Instead of using heat to spin the wheel the wheel spins to remove heat. So you attach the wheel of engine one to the wheel of engine two and direct engine two to cool the cool side of engine one

I don't think so. It's more like a turbocharger. The second one is only being used to increase the heat differential, even though there is energy required to run the second one it would probably still make it more efficient at lower energy levels
