I think individualism and collectivism play a part, but it also does in Ti and Te, so I think there's another defining feature. Emotions and values are ill-defined things, so choosing them doesn't feel quite right either, but I do see it more as a individual value vs collective value (Fi, Fe) as well as individual thought vs collective thought (Ti, Te).
For example, I loosely identify with ENTP, so theoretically I would have less of a repression of Ti over Fe, and I can sometimes see how this manifests itself generally. I have a very individualistic way of thinking and doing things. I have a set of axioms on which I base most of my rationality on and a somewhat "unique" collection of mental mappings to pick and choose from to interface with reality. I don't tend to press them on others so long as they allow me the freedom to do things my own way. Alongside this, I am oddly empathetic towards others, albeit at a lesser degree to my other functions. I guess this would come to F as being an emotional thing, but I definitely think there's something to it. There's definitely a lesser function on my processing stack that is concerned with how other people are feeling, but I'm also pretty bad at actually doing anything about it other than being baseline respectful.
Of course I think also whittling down a complex concept to a one word descriptor doesn't help. It's a bit of a mess, MBTI is, but I do appreciate it.
