In many ways society is a self correcting system, it's not unreasonable to believe that some actor or corporation will engage in a behavior which will eventually cascade into a widespread culling operation, such as prescribing opioids in copious amounts, or vaccination programs. The worst events to ever happen to humanity can be caused by a single accident, like nuclear meltdowns, it just takes the actions of a single person.
Population reduction wont be the result of a concentrated effort, society will simply become too chaotic for people to control, and in the meantime people will die. I wholeheartedly believe this.
