Teenagers (and to some extent, young adult males) have acne breakouts because sebum gets overproduced as a result of sex hormones stimulating sebum glands in the skin and genitals. The effect can be greatly varied depending on hereditary factors, such as your predisposition to overproducing sebum in your hair follicles. For example, its not uncommon to have severe cystic acne run in the family due to genetic reasons. Hence why some people and ethnic groups are just "greasier" than others.
The only thing disinfecting your skin really does is preventing resident bacteria from from feeding on the clogged up sebum, which in turn prevents inflammation. It doesn't change the fact that the hair follicle is clogged with sebum. You're essentially just fighting an uphill battle against the resident bacteria on face, constantly exfoliating your skin and drying it up in the hopes that it doesn't inflame. You're not actually rid of the root cause of your acne, because you can't. You can only try your best to fight it off with over-the-counter solutions.
