They had less than five days to leave before Tannen shoots them, I doubt they'll have enough time to build a refiner.

Doc would probably say it's too dangerous to mess with the continuum like that. The point of the first letter sent by doc is to help Marty go back to 1985, not 1885 (which was really risky).
Doc wouldn't risk his life for the sake of the universe.
