I mostly agree with the video but I'm not convinced the bulb will reach full power instantly. It will receive some power in much less than a second (whether that counts as "turning on" is not well-defined), but it cannot receive full power until the field has propagated to all parts of the circuit.

The bulb doesn't necessarily need the full power of the battery to reach full power, though he does point out that it isn't getting the full power until the field propagates through the wires in the video anyway.
