It's not about the manners themselves, since they vary by culture, but the ability to recognize when you are being improper and how to properly conduct yourself in an environment with others.
If someone is not conscious of themselves chewing with their mouths open or that you should probably not repeatedly reach over others' plates, they're probably not aware of most other things going on around them.
