They also know that because the vaxx does shit all to prevent spread the only number that matters for herd immunity is actual infections. The CDC has acknowledged in a FOIA request that they have no evidence of an unvaccinated person who's been infected spreading the virus upon reinfection. The mass vaxx rollout and unvaccinated-only lockdowns are intended to reduce hospitalizations and deaths while also spreading the disease as quickly as possible to achieve actual herd immunity.
I would be curious to see if people who've been vaccinated and then infected spread the disease upon reinfection. I don't see how post-infection vaxx would harm your immune response in the long run but the concept of original antigenic sin would mean that getting vaxx'd prior to infection makes you unlikely to develop proper immunity.
