The patch itself looks like dirty water with plastic and garbage. It’s not concentrated in one spot, it’s a huge area of many square kilometers.
I suggest using a system of giant nuclear powered water filter platforms that suck in the water dirty water, kind of like a vacuum cleaner. From time to time the water sucking process stops, the garbage is collected and then the process is restarted.
Now one of the issues is energy - there are nuclear powered aircraft carriers that can be used to provide energy. Just leave them at sea connected to the platform. That will reduce the cost massively.
Another problem is that fish can get sucked in. Well that is unfortunate and there is no way to stop this from happening.

The garbage patch isn't really that big of a deal, it could be cleaned up but there's not much point. It would be better to put those funds into enforcing and improving regulations or developing better alternatives in production and use for the plastics. A simple plastic tax on plastic sources that pollute would undoubtedly fix the problem in few years if there was a global effort on the issue which there of course won't be, which then loops around to the fact that best place to spend nearly all low level environmental efforts is to gain political will to do something instead of trying to fix the problem directly.
