A cloud city deep enough within the atmosphere to float would not be able to utilize solar effectively and it would be insanely dangerous to mine materials from venus. If we have to deliver all material we might as well build a space station city.
Spin-launching batteries to a near-earth orbital space colonies to harness solar energy might actually be economically profitable in the near future (ie near end of our lifetimes). We should definitely try that before venus cloud cities.
