2) it has a government that has shown itself to take arbitrary risky and investments, even when clearly dumb, in the hopes of diversifying out of oil.
One of these abudibi sultans will set up a power plant and then use that to carbon capture to make carbon neutral fuel for ships. It will be expensive and ineffective solution at first but it will be subsidized to hell and with enough influence they will convince some shipping lines to take the fuel. Then similar operations will pop up in california, west africa, south med and where ever else solar is cheap and ships have to go to, this time commercial and profitable.
