This isn't going to happen, particularly in nations like the USA that have a knee-jerk reaction to empowering the federal government. Seems like we are quite fucked. Too many weak governments filled with corruption and greed, too many people who would rather die than give up their diesel truck, and too much attention given to far less concerning issues.
