Electricity is movement of charge which in this situation means you are moving some electrons around. The velocity of electrons is the energy used in the circuit. Energy and mass are distinct concepts. Just because I push my car and its moving doesn't mean it has more mass. Just because I put a brick in my car doesn't mean it has more energy. There is a connection between mass and energy but they aren't is same thing.
