If you are born a male, but you identify yourself with as a woman, then you can say that yeah, you can change your gender identity to this of a woman, but you are still, a male, and there's nothing you can do to change that. You may be a trans-woman, but that doesn't change that you were born with a penis. If you are a trans-woman, you are just a homosexual, who has decided to comply with a woman's gender.
You cannot change biology, you can only change the human aspect of sexuality: roles.
