Pure fusion bomb

What are the political ramifications of a fourth generation nuclear bomb? This is also known as pure fusion bomb. Nuclear bombs today require a fission primary stage to fuse hydrogen together. A pure fusion bomb achieves fusion without a primary fission stage. This would mean no fallout, although it would release neutron radiation on top of huge explosion. Nuclear proliferation is limited by the fact a huge industrial output is required to refine uranium into a weapons grade product. This is easier for intelligence agencies to keep tabs on. If a pure fusion device were possible, then only deuterium, or tritium would be needed for a working bomb, therefore making it much harder to track anyone constructing one. Assuming it still cost millions of dollars, and significant technical know-how, how could the existence of such a device alter global politcs? How often do you think the military would use such a device, if the threat of fallout was eliminated? Would terrorism increase dramatically if knowledge got out? Would this precipitate World War III?
