Amoeba basically function like wheels.
But more seriously it's because all early land mass was dirt, grass, and desert. In order to locomote you'd need a large coefficient of friction, which organic material doesn't permit.
But even more importantly the heat generated during friction would constantly erode and break your skin. And even worse, wheels don't permit the ability to pivot like limbs do.
